From what you have said stage 3 of puberty would probably be pretty close to the stage you are at.
If you did a search for the tanner puberty scale for boys and did the test you could probably get a pretty accurate rating of what stage you are in.
It does sound like you are developing pretty much on track with the hair growth and other body changes and hopefully soon enough your voice will start to change and you will have a growth spurt.
Everyone grows and develops at different rates and times and how long it takes and what the end result will be is hard to predict.
There are some guys that may be further along in their development than you are and many guys 14 that are well behind you in their development and there are lots of guys your age wondering the same kind of things.
There is no way to speed up the process just give yourself some time and the changes you are hoping for will happen soon enough but as it is for the most part you are developing just as you should be.
