I am 14 years old, uncircumcised and also a virgin but I masturbate almost daily..
I have this rash sort of thing which isn't sore or anything on my penis head and under the penis head there is things that look like minor minor cuts but also do not hurt.
There is also yellow stuff on top of the penis head which I looked up and I'm most likely guessing it is smegma.
It isnt painful when I urinate and in fact is not painful at all.

The rash and minor cuts are probably as a result of masturbation. The skin is stretching as you do it and tearing slightly. Are you using lube? Some things, soaps, etc., can dry out the skin and make this more likely to occur.
Smegma is common and can vary from yellowish to white in color.
You may also be having an irritation from smegma buildup. You need to wash daily.
It's all fairly common.
