It is probably because you are not producing semen yet. The age at which boys start to produce sperm varies considerably, just as the age girls start to menstruate varies. However, on average girls tend to mature sexually earlier than boys do.

You shouldn't worry at all, because the age at which boys start to produce sperm varies considerably, just as the age girls start to menstruate varies. Penis size will also vary considerably, and its size is rarely an indication of any problem. If you haven't started producing sperm at 18, then I suggest you see a medical practitioner then. But you will probably start before you are 16.

You are unlikely to ejaculate semen at age 10, although a few boys might. You are now approaching the time when you might start ejaculating, but that could start over the next 2-3 years. Other puberty events that might precede starting to ejaculate are growth of pubic and facial hair, deepening voice, and penis-size increase.
