Weight lifting will NOT affect your puberty.
It can cause damage to your bones (growth) IF you use an improper lifting technique and VERY heavy weights. 10kg should not be a problem.

Exercise is good, unless you over-do it, or use an improper weight-lifting technique. It will not damage your endocrine/hormonal system; in fact, increased fitness is likely to do it (and the rest of you) good.
If you are using steroids or other drugs to muscle build, all bets are off. Drugs might affect puberty.
If you're getting erections, that suggests you're totally normal, probably healthy. So be patient. Wait. Sooner or later you'll have a wet dream. Once that happens, you will know that you're ready to masturbate to orgasm.
Or you could keep trying to masturbate until it happens. It might take weeks, though. Better (I think) just to wait for the wet dream.
