If you do a search for pearly penile papules and Fordyce spots to see if that is what yours look like that could provide you with the answer your looking for.
Most guys have these bumps if yours are the same and your not sexually active that could be it.
Seeing your doctor is nothing to be embarrassed about if you have a medical issue it shouldn't matter where the problem is.

They are like peraly penil papues....i cant say to my parents to take me there because of my di** because im only 13 and its hard to talk with them for this. Can peraly penil papues take off without going to doctor

If they are indeed PPPs, then there is no need to do anything about them. There is nothing to worry about as they pose no health risks and will not cause any pain or irritation. They are very common (it is estimated that 20% of the male population have them), and there is no known cause of PPP.
They are not infectious and are not related in any way to sexual activity and personal hygiene, but you should not pick them or attempt to squeeze them, as this could lead to scarring and infection.

Does PPP take off itself or just with laser.
And im not sure if they are PPP they are not close to each other..

PPP does not just disappear, but is harmless. However, if you are not sure they are PPP, then it is best to see a doctor. As I said previously, while PPPs are harmless, it is always advisable to have any lumps or bumps in your genital area checked out by a doctor just in case. You have not said where you are from, so I have no way of knowing what facilities are available in your country/region. Unless you can give a very good description of your condition, or give a link to a picture of the condition, then it will be diffficult to give any relianle online advice. Even then, I recommend seeing a doctor who can examine the spots.
It may be that you have Fordyce spots. Have you looked online for pictures of them? They can be treated.

Yes they are fordyce spots. What can i do for them are they a bid problem? I live in A Small country in europe. In Balcan

Fordyce spots are small sebaceous glands (which are non-cancerous). No treatment is necessary, but it is always best to get a medical opinion on exactly what they are. Laser treatment is available. Anti-sebum creams are available, but I can't vouch for their effectiveness.

The creams are supposed to have the same effect, but not actually physically remove the spots. The idea is to dissipate the sebum that causes the spots, thus making the spots 'disappear'.
Nevertheless, it is advisable to get local medical diagnosis and advice. You need to be sure what those 'spots' are.
