um, I'm 22 ...and this has been happen when i was 8 years old have experience mumps then after that day i have noticed that one my scrotum was gone. am have one question can i still make baby someday when i get married?

You only have one scrotum. I assume you mean you only feel one testicle (they're in the scrotum). Have you always had just one or did it disappear after having mumps?
In either case, I strongly urge you to see a urologist. Find out what is going on with that missing testicle. If it is undescended it can greatly increase your risk of testicular cancer.
Only a sperm count will tell if you're fertile. The urologist can help you with that too.
