This is some kind of an infection for sure. It could be a bladder infection, an STD but also a "simple" yeast infection. However, to get this fixed, she needs to see a gyn to figure out which kind of an infection it really is.
Make sure she doesn't use any OTC yeast products or antibiotics until she sees a doctor.
