If all the information you have given is correct she shouldn't, she would ovulate around mid point in her cycle so day 15 from the start of her period sperm can survive for up to 5 days in the female reproductive system waiting for the egg to be released so take 5 from that would give day 10 the egg once released will live for around 36 hours if not fertilized so add a day on to make 16 so the fertile window would roughly be between day 10 to day 16 give or take a day if she has regular cycles.
