I always had protected sex, never a broken condom, but my genitals burn and itch badly and the lower half of my penis itches . Anybody have an idea what it is?

Have you been tested to see if you have an allergy to laytex? You would probably have noticed it before now, especially if you have used condoms regularly. Have you switched brands recently?
Another possibility might be a fungal infection. Have you tried using an anti-fungal cream? even a diaper rash treatment might be all that you need to solve this.
