Hi! There could be a couple of possible explanations but it would be best if he had it checked to make sure what it really is and so that he could have a proper treatment.
It could be yeast infection. It is not considered to be an STD but it could be passed back and forth between partners if one of them gets treated and another doesn’t. Is there redness and burning sensation as well, especially after intercourse? Are you experiencing any strange symptoms?

If it's just dry skin, make sure to use adequate lube and he can also apply a moisturizer after showering. One made for the penis, like Man1 Man Oil, is the best bet.
You can't catch dry skin. But he should consider getting tested for a yeast or other infection. Those can get passed.
