I guess you think frenulum? Fenulum is a latin word for bridle and literally frenulum is a little bridle.
Well, frenulum is a small fold of tissue that prevents an organ from moving too far; fenulum has restraining function.
For example, the lingual fenulum attaches the tongue to the floor of the mouth and appears to restrain it.
Fenulum appears at several points of body. There are several points in the mouth; more accurate in the tongue, upper and lower lips, some fenulas are in the digestive tract and some are connected to external genitalia with men (penis) and women (clitoris).
For example fenulum that is often used for the frenulum preputti penis; this is an elastic band of tissue under glans penis. It connects the foreskin and helps contract the prepuce over the glans.
Frenulum may or may be not totally removed during the style of hospital circumcision.
