Have you ever had a wet dream? If you say yes, then you can ejaculate.
The precum is a good sign, it sounds like things are working.
What happens when you try to masturbate? How long do you try masturbating before giving up? How do you usually masturbate? Some guys need different methods to reach orgasm, like humping a pillow. Just using their hand doesn't work.
Are you anxious or do you have any beliefs about masturbation being bad? Sometimes it can be a mental issue that's causing the problem.

Now that you mention it, I have had wet dreams before. It hasn't happened in a long time but at least I know I've had some before.
As for masturbation, I usually go for about 20-30 mins before giving up and like i mentioned before, I get large amounts of pre-cum. Compared to others, I masturbate infrequently (about 1 or 2 times a week at most), and I usually go about doing this in two ways: Moving my hand up and down the shaft, and also by rubbing the glans where it is sensitive with my palms.
I don't have any beliefs in masturbation being a bad thing, I just don't really do it alot.

I would think that you're masturbating for a long enough time to have an orgasm so I'd recommend changing your technique.
Lots of kinds like to "hump" a pillow. It kind of replicates your actions during sex. Give it a try.
