As of late i've noticed a few "issues" with my body that, from what I know, should not be there. I am well aware puberty takes quite a few years and that everybody is different, however, my voice changed quickly, I grew pretty early on, and I developed facial hairs and pubic hairs before I was 15. However, my body doesn't look very muscular though I work out and have gotten significantly stronger, my shoe size hasn't changed in 3 years, and my members' size hasn't changed in a while either. I feel in no way embarrased, but I do feel as though considering how fast I grew in other ways, this process is either taking too long or just not happening at all, and is honestly pretty concerning.

Technically puberty is the point at whcih a male begins to make viable adult sperm that is capable of impregnating a woman through sexual intercourse, the point at which a male can sexually reproduce. This often happens early on in the general process thought of as being male puberty. Most people think of puberty more loosely as being the early stages of a boy becoming a fully grown man. From what you describe, you probably produced healthy and viable grown man's sperm before age 15, just judging from your voice getting low and you growing body hair.
Are you a fully grown and developed adult man yet? Its hard to know from what you said here. Most likely you are not since most males take until their mid 20s or early 30s to become fully grown and completely adult in their bodies. Some guys do reach full adult body features at younger ages, but most take longer. Just look at other men in their late 20s and older and see if you are as full grown and as completely developed physically and sexually as them in every way. A lot of young guys don't fill out body wise and muscle wise to reach their maximum adult musculature and body weight until after their teens and 20s. Most males hit their maxium fit body weight and top muscle mass in their 30s. Few teen body builders can hope to compete with men in their 20s to 40s in total muscle mass, adult musculature definition, and total body weight. Most guys don't get full beards and maximum chest hair until their 20s and 30s. Just look around in locker rooms and beaches where you can see other men of different ages when fully naked and nearly naked and study their adult bodies and compare with your own and other teens to estimate if you have reached full physical male adult body features.
