Every girl has two set of lips to the vaginal opening - one that is outside known labia majora and the inner one is known as labia minora. In most cases the labia minora is small and confined inside labia majora. In some women labia minora is large enough to hang outside - it is longer than usual. But, this is fairly common and no need to be alarmed. Do not indulge in pulling it out or attempt cutting it - you will force it to become longer or cut yourself badly. Stop worrying over the issue.
