You could very well be just a late bloomer means delayed puberty and it is pretty common among boys.

Have you just turned 15 and have you started puberty yet and showing any signs like pubic hair growth, penis growth or voice changing or growing taller?

There is a very good chance that you just have not reached the point in your development where you are able to ejaculate.
