It has like smegma, but like in the skin. I can fully retract my foreskin, but their like underneath the skin. I had surgery to give me the ability to retract my foreskin. I still find white spots underneath the head and skin of my penis, but I have no sexual transmitted decease's. Maybe it is rising to the surface because of oral sex ?
