I might be moving down to Georgia (horray! I hate the Utah cold).
Just curious about something. The elevation where I am now is 4,390 feet and 233 feet where I'll be moving. Just wondering if all that extra oxygen down there will give me a bit of a running boost.

As far as I've heard, it should benefit you for a couple weeks maybe. It's not a long lived benefit, you'll get accustomed to the 'thick' air pretty quickly. And I'm also thinking the 4,300 feet, although being 'high' isn't the biggie altitude that most elites seek out when altitude training so again, the effect for you will probably be less than many report.
