My brother is 69 yr. old, had mini strokes the last two weeks. We were eating dinner and his left eye started fluttering, is this a sign of a stroke?

Not necessarily. It could be due to an irritation of the nerve. However, with his recent history it is cause for concern.
Follow the stroke test
1. Have him smile to check for any one sided weakness.
2. Have him close his eyes and raise both arms. They should rise to the same height.
3. Have him say "the sky is blue in Cincinnatti." Listen for slurred speech.
If he has any signs then seek emergency medical attention immediately.
