It feels like i have to pee every few seconds. Its a constant burning

Hello i know this is long but PLEASE PLEASE PLEASE PLEASE read it i ... I really need help. Im 13, a virgin, i sometimes touch but not very often. So since i was 8,9,or 10 ive had these problems with down there. It feels like i have to pee every few seconds. Its a constant burning, but when i do pee it doesn't hurt it burns a little but that's it. Ive told my mom and i drink a lot of water daily. Im pretty safe with down there. Im not sure what this is. And if i have to pee even if its a little i have to go right away bc i cant hold it it feels like a lot but its not. Im sitting on the toilet now (sorry if thats personal) it's 10:37pm but im scared to get in bed bc i know i will have to get up soon. It doesn't hurt when i pee just it feels hot. My down there doesn't look irritated at all.but when i go pee i get these super weird chills down there. This doesn't happen every day. When it first started to happen it was once every few months then as i got older and turned 13 its been like 2-5 times a week sometimes 2 times in one day. One other thing. Since i was 7 ive had this stuff down there its white and kinda resembles cottage cheese... My mom noticed it when i was seven and cleaned me up. I know it sounds weird. But then it never had a smell since i was about 8 it has its always there and i have to keep it clean. Im to embarrassment to tell my mom. Idk what it is. Ive tried keeping it clean but it still comes back. Is this normal for a girl? Or is it a bacterial infection. I dont know what it is. It produces an unpleasant smell also but when i clean it theres no smell. I thank u so much to those who read this and respond.
