In my opinion she is too young to but it does sound like she is just developing breast buds. Did you notice some other changes which are indicating that she is approaching puberty?
But if you want to be sure take her to the doctor to get confirmation. They are saying that for some reason they are seeing puberty develop at much earlier ages than ever before. Nobody is quite sure why but the researchers are claiming that maybe hormones in for example chicken could be one of the reasons.
I remember that I hadn’t had my breast developed by the age of 16 but this is some new age and things are changing.
Do you remember when you have entered puberty? Genetics is very important as well. If you were the lucky one to mature earlier maybe your daughter is just like you and there is nothing you should be worried about.
