I think that can be fixed.
I haven't heard about undescended testicles since I was in grade school so I think it may be something that they usually fix when a boy is quite young.
If they stay up inside where it's warm, I think there is a problem with fertility.

My former boyfriend (age 18) was the same way except he was somewhat effeminate and had boobs (A cup). He told me that his testicles never descended and had to be removed.
