It's normal for your testicles to be slightly different in size and weight and hanging at different levels.
If you're experiencing pain, and the left one is swollen, that's different. You'll want to see a medical exam right away for something like that.
It's also very common for men to have a varicoseal, that is, swollen blood vessels (what's holding it up) as the "plumbing" that supplies the veinous blood a return path lends itself to a natural back up and swollen appearance.
Check it this way: Lay down, and see if those swollen blood vessels shrink away. If you stand up, they reappear. This classically feels like "a bag of worms", but does not hurt at all.
This type of varicoseal normall starts to show up after puberty in about 10-20% of men. Usually noticed betweeen age 14 and 24, but they can form at any time. They are normal, and unless causing you pain, are not treated.
In rare cases, they can be extremely large, and because of this additional heat in the scrottum, they can interfere with fertility. But that's extreme cases.
Good luck.
