So no intercourse was involved but my bf ejaculated from manual sex onto my hand, I washed my hands thoroughly with soap and water and he also cleaned himself with tissues. No cum got on his hands but he did wipe himself with those tissues. About 15 minutes later he touched my vagina barely, no fingers were actually in all the way. For some reason I'm still worried if I'm pregnant. The day after this happened I got my period at its normal time. Should I still be worried?

No, you need not worry. You are not going to get pregnant from that. You certainly are not pregnant yet anyway as that takes several days to happen.
The fact that your period arrived (on time) indicates it was not at a fertile time. But having washed your hands you would have got rid of sperm from them. There is more risk with using tissues, and there is the slight possibilty of sperm remaining on his hands, which could have transferred into your vagina.
You said "he touched my vagina barely" - what did he do? it doesn't take long to transfer sperm. But then you say "no fingers were actually in all the way" which suggests they went in part of the way.
You need to be careful, but you won't get pregnant this time from what you did.
