Penis Growth Question

Ok so here's the rundown. I'm 16 years old, I'm a late bloomer just like my dad told me I was going to be because he was himself as was my brother because it was obvious. 

I have alot of pubic hair, armit hair, my voice deepened about 6 months ago, I have been (sorry if this is wierd) masturbating since I was 14 and I can ejaculate. I shave once a week as well. 

Im 16 years old, junior in Highschool, I'm 6Foot tall, I'm kind of a chubby guy clocking in at just around 192Lbs. 

Here's the deal, my penis size. Its at 2 inches soft, and around 4.5 Hard. Its a little degrading to think about it and I've been wondering one question: When will it grow? 

Like I've read a million websites and all I am told is, "Its just about to happen don't worry". I've been told that for over a year now and its not been happening. 

Will it even grow anymore? If so, when?
