I have recently developed a very irritating small bumb on the outisde layer of my vagina. It feels hard and looks like an oversized pimple. It does have now a white dot right on top like a pimple would look like right before poping. This pimple has irritated my vagina and caused me to get a rash. The only way it feels better is to rub vasaline on it. I am not concerned that it would be an STD. I am married and been with my husband for 3 years. I have never had this before. I am irritated that I don't feel comfortable enough to have sex with my husband. What do I have? should I go to my Dr?

Not recognising it, I'd have to say yes, go check it out.
As you yourself point out, anything that is unusual, suddenly appears, causes a rash, and causes you to be reluctant to have sex has got to have four strikes against it, and any one of them would have justified a visit, if it hadn't been resolved in a day or so.
I'm not entirely sure what you're calling the 'top' of your vagina, but as a secondary observation, if you're referring to the normal flesh of the mons or labia majora (ie: what you'd cover with a thong or bikini, and where you'd grow pubic hair), then of course it could be just that, though I doubt you'd post if that were the case.
If you're referring to any of the inner, darker flesh of the labia (minora), up to and around the clitoris, or around the opening, or if you somehow meant inside (though I doubt you'd be describing its appearance if that were the case), then there's no way it is, without the pores/sweat glands, hence my concern.
