You can only get an STD, including HIV, if your partner has one.
Saying that, transmission of HIV via oral sex is considered low risk. It is fragile and saliva does a good job of protecting you.
If neither of you has ever had any sexual contact, including oral, then you can't get an STD. Some STD's can be passed via blood products so if either of you has ever had a transfusion there is a slight risk - the blood is tested.
