I hear a lot about adding 5% per week. I'm not sure if the 5% is added to distance per day or per week total or time that I'm out running. Right now I'm only doing approx. 5 km (8 m) 3 times per week. It takes approx. 32 mins to complete each run. Should I increase the distance or time? Help would be greatly appreciated.

You might want to double-check your math. 8 Kilometers = almost 5 miles. You've got them switched.

As far as adding 5%, I'd say that would be for your weekly mileage, not daily.

Thanks. So should I just add 1/3 of the 5% total each day? My shins are a little sore and I don't want to over do it. That would be approx. 1/2 km a run then.

Sure, I think a 1/2K a run is a reasonable amount to add.
