So when they hang, my right one is like hangs up and the other one is down

So basically one of my testicles, the right one, has little scrotum connected to the very base of my pebis but my left one doesnt have that. So when they hang, my right one is like hangs UP and the other one is down since its not attached to anything. When they are cold or erect i guess they both go "up" so they look tottaly fine. I have read this penoscrotal condition but I dont feel like this is my case. When it geta erect it doesnt pull my skin forming a web, its just normal. Only way to create a webbing i suppose is for ME to pull it when they hang down else it doesnt. So thats what I wanted to ask and if this scrotum that comes from the middle and goes to the right so it hangs my right testicle up is normal or not
