it seems that you will have to see your doctor and most probably your urologist as well. if you had unprotected sex it could be that you have caught some STD which isn't that serious otherwise you would have some other symptoms as well but you need to treat this. if your answer to unprotected sex is no than you are probably suffering from urinary tract infection. this is very common condition so don't stress yourself about it that much but you will need to treat this with antibiotics which are prescribed by the doctor.

There are a few different possibilities here. Your penis could just be irritated, whether from masturbation or contact with clothing, soap, or something else that is causing a skin reaction.
