I have been going thru Menopause for the last year. I went 4 months without a period, Then 2 months and now have been spoting fresh blood for 3 weeks. Is this normal?

Well, that's perimenopause......it is possible to experience some bleeding between the no bleeding periods of time. But to be on the safe side,.......it is always best to see your gyn and have this examined..because bleeding could be also a sign of fibroids, ovarian cysts, uterine, cervical and ovarian cancer, cervical polyps, etc.......and you are in the age where all these things are likely to appear.
I'm not trying to scare, breakthrough bleeding is common for this time too,....I'm just saying that I would have it checked to be on the safe side.

Yes spotting and bleeding are most common in menopause and It is better if you consult your family physician .Bleeding is also common during uterine and ovarian cancer and please be cautious.
