Yes, because like a penis when a woman masturbates blood goes down to her vagina and engorges it and the clit. This is for all women. But masturbating will not change your body or harm it in anyway (just like sex won't stretch out your vagina) so it will go back to normal once you are no longer aroused.
Why surgery and the :( face? Every vagina is different and no that is not me on my high horse. It IS true. Many MANY women have a clit that shows so you don't have to worry about it really because there is no such thing as a "normal clit" or a "Normal vagina." Women have hanging lips, very little lips (which apparently make it easier to get infections), and many other things. Many people find it attractive that such a feature is promient in their significant other BECAUSE its what gets female off (since many women cant orgasm without it touched). Surgery is dangerous and invasive and unless it is necessary (like the clit makes it difficult to move around) you shouldn't get it. The average sized-clitoris is about a quarter of an inch in diameter and three-quarters of an inch in length, but it's possible for that to be as large as a full inch in diameter and two and a half inches in length.
So, yes, that's normal, and they do indeed come in all shapes and sizes.
As well, given the clitoris is made of the identical tissue the penis is, it's going to enlarge when a woman is aroused.
But do take time to feel comfy with your body first before you share it with a partner: really, it's important. To boot, your gynecologist can also give you feedback on this, and I can't say enough what a good idea it is to start annual GYN visits BEFORE you become sexually active.
