i know its not an STD because i have never been sexually active for this reason, im 19 and it started probally around two years ago.

The penis gets many skin irritations, including pimples and rashes, so it may be nothing other than this. If you are seeing many tiny dots, they may be Fordyce spots, which are related to the sebaceous glands on the skin, and are totally harmless.
