Hey dude I’m 13 and I had the same problem but to my surprise earlier this month I produced a drop of clear semen. You will know it when u see it. It’s sticky and now it kinda just leaks out of my penis when approach orgasm. But you don’t really need Pre-Cum or semen rn because you’re not getting anyone pregnant lol. It takes time. I have other problems lol my penis is only 1.5 flaccid and 2.5 erect so good luck my dude.
