Do you typically patch the tube or just get a new one when you get a flat?
And at what point should I change the tire? I've got maybe 900 miles on it and there's some small cuts - on some website they said as long as the cuts are under 1/4", it's fine. :shrug:

My tires have 2000+ on them. Maybe 'bent riding isn't as hard on tires :o

I'll usually patch up to 3 times before I throw a tube away. I'll ride a tire until I can see signs of threads coming through.

you'd better go ahead and replace it. If it blows out, you'll be stranded. Ruined tire + ruined tube = ruined ride

if youre tight on cash and need new tires, check with your LBS. they probalby have some l'ightly used' tires that they need to get rid of...

Best place for cheap tires is nashbar.
I picked up my trainer bike tires there for 20 bucks for the set...
Sure you aren't supporting your LBS but oh well budget is budget
