What do you use? How do you determine the quality of a tire? When I change them, should I just get whatever I had on there in the first place?

Great question. I'd love to know too.
So far, I just pick something in the middle of the price range and hope that I'm not getting c**p or rocket-science tires.
:dunno:

I usually pick up Michelin Carbon 700x23 Road tires for the race bike (or 650 x 23 for the tri bike). They seem to work well for me. They're not the lightest, but they're light enough for me.
On the commuter, I run 700x28 with wire beads. They're a little wider for the occasional off-road ride (past traffic). They're beefy enough that I don't get too many flats. No specific brand, just whatever is on sale.

I started using Vredestein Fortezza Tricomp last year and like them. I used Conti 3000 Grand Prix for years before that.
Depends on your use (racing, commuting). Middle of the road is usually a good all around tire. biketiresdirect.com has good prices if you know what you want.
