Forskin retracts over head but theres somthing weird...

Okay, so I've followed these steps on streching your skin so you can pull
your forskin back.
Im 15

I've done this and now it is easier to do it, there is somthing weird though.

After I pull down the forskin my frenelum is attached to the forskin, and
as I pull the frenelum it is clear the it leads straight to the forskin.. but I cannot pull it any farther..

I don't think this is normal, and im going to the doctor soon..

Is surgery going to be needed? (such as circumcision)

And If I do get circumsized will they put me to sleep, or numb it?
