I read many posts about similar problems to mine, but haven't found any that is exactly the same problem. I had balanitis 18 months ago, but it healed very quickly after I used some creame. A year passed since than and the inside of my foreskin started to get red and sore. It was not the same symptom as I had with the balanitis, but I thought it got renewed. I went to another doc, and he gave me a different creame, same as before but with less side effects. Using this creame it heals over 2 weeks, and after a week it's red and sore again. I don't have sex, I masturbate once or twice a week, I stopped washing my penis with soap but the soreness keeps returning if it heals.
Does anybody have a clue, what this might be? Thanks.

haven't heard of this but I highly reccomend cunsulting with your doctor again, and be sure to mention the recurrence of the issue, best of luck.
