There is no exact answer to how long your penis should be.  It depends upon if you have entered puberty or not.  2-3 is rough, up to 4" maybe.

You can ejaculate when your body is ready, not before.  Everyone develops at a different rate or time.  Do NOT compare yourself to others.

You are NORMAL at 12 not to be able to ejaculate.
