Ok so I'm 14 turning 15 in January and my penis hasn't grow it's about 3" and when I get an erection it's about 4.5" and I have entered puberty cuz my voice got deeper and hair all around my body.

You are in puberty. From your description I'm sure you can ejaculate too.
The average size for a 14-15 year old is 4-5". You're right where you should be. Average for an adult is 5 - 5 1/2". It can grow into your early 20's.
Don't compare yourself to others. We all develop at different rates/times.
Again, you're NORMAL.
