I am in my 20's and for as long as I can remember I have had fat bulges in my back, right below my shoulder blades. I have done all sorts of back exercises to help strengthen my back. I run for an hour and half everyday. I have exercised regularly for years. Nothing has gotten rid of this fat.
I heard from a co-worker that it could be breast tissue that has shifted to the back. Is this possible? If so how do I fix it?

I have never heard of something like this! Have you ever went to a doctor to check what it could possible be? If it is a breast tissue I think there is no other way but to undergo some type of surgery. And since you are so active and nothing happened it seems to me that the best thing is  to check with the doctor and see what is he going to say. 

It has been long time since you have posted this question so what has happened in the end? Did you resolve your problem? And what was the solution? I hope everything worked out good for you.

Years ago, a brassiere specialist once told me the fat on my back was breast tissue and how to coax the fat back to the breasts. Amazingly, you can move the back fat back where it belongs by massaging the fat to the front with any good moisturizer without phthalates, parabens, or sls. After applying plenty of moisturizer to the breast, use your hand and reach around to grab the back fat with a forward motion to the breast in a massaging style, with the intention to move the back fat to the front where the breast is.Gently pull the tissue around to the front side. Keep doing this motion over and over, grab the back fat and pulling it forward. Keep using plenty of moisturizer when you are doing this. It shouldn't be uncomfortable. Now do the same to the opposite side. Continue to massage morning and night till all the tissue has moved back to their original places. This will take consistent effort, but it will happen. Check the view from the back with a mirror often, since it will be motivation when you start seeing results just after a couple of weeks. It will take up to a few months for full results. For maintenance, you will have to massage once a day, three or four times a week to keep the breast tissue from migrating back to the back.
