Give yourself some time. Not everything happens/grows at once. There is a LARGE variation in penis sizes during adolescence. We don't all start puberty at the same time nor do we all develop at the same rates/times.
Do NOT compare yourself to anyone else.
Your penis can grow into your early 20's as well.
