I'm 13 and i have fordyce spots on my penis and scrotum but to the bottom left of my scrotum i have a larger harder spot i squoze it and it realy hurt. I have never been sexually active so it's not an std, what could it be?

It may be a sebaceous cyst. Basically it is an inflammed oil gland. They are fairly common on the genitals and easy to find because the skin is so thin.
It should go away in time. You can try hot compresses too.
