I don't beleive it, sorry. Why would he masterbate with a condom if it's just him and his hand? As far as the clean up part goes, a quick swipe of a towel makes the mess go away, or he could ejaculate into a kleenex.
I have never known of a man masterbating with a condom on. Half of them don't even like the way a condom feels when they are having actual intercourse.
I would look into this a bit further if i were you.

If he said he used it to masturbate, and showed you how, he's incredibly open and trusting of you. If you are harboring doubts about his faithfulness, or have issues of trust, then that's another whole mater that the two of you must deal with.
I don't like the idea that he's using baby oil... (a petroleum based lube) only because it fatigues and ages the laytex or rubber of the condom instantly.
But, since he is not using it for birth control, there really is no risk or problem with it.
Perhaps he wanted to simulate the feel of your vagina? Perhaps he wanted a more intense feeling? Maybe a friend at work suggested it? Who knows, but the fact that he so quickly explained when asked or confronted makes me think it was the truth.

The more i think about this, it almost seems like this guy may have been up to something in the past and now wife is on the lookout. I don't know. They buy a pack of condoms containing 4.
