My mom verbally, physically and mentally abuses me. I'm 13

I Need answeres AS SOON AS POSSIBLE!!!! my mother abuses my brother and I. She whips/spanks us with  paddle. she virably abuses me. She whips us as a punishment for something we've done wrong. When she spanks us she doesn't calm herself down. She stays angry and hits harder than she is calm. She spanks our bare butts. She gives us three really hard hits. On my second hit I scream and bed for her to stop but she tells me shut up and hits again. I want to be adopted. I don't want to see her ever again. I want parents that actually care about me. Ones that'll be nice to me. I cut myself. She sees them and she doesn't ask me anything about it. I know someone that is willing to adopt me. They have a steady job. A house of their own but they aren't from America. They live in Denmark. I need to know what is going to happen is I call the cops. Can I be adopted? will I be out under atates custody? Can that person adopt me? Please give me advise and answere my questions. Thank you
