When working out or when the adrenal glands are stimulated (aka fight or flight) the body saves energy and oxygen by decreasing its activity. For example, you shouldn't eat much right before working out because the activity and adrenaline will halt your digestive system and may cause you to throw up to not waste energy and the much needed blood supply that it uses to digest.
Now in the case of the penis, a man size is attributed to the amount of blood flowing through the erectile tissue. It is how you get an erection, the body sends a larger amount of blood to the tissue which pools it insided of the cell allowing it to "bulge" and become "firm". Now when exercising or under physical stress the blood is drawn away from the penis and other secondary processes to aid in oxygen and energy delivery to muscles and the nervous system, thus the penis gets smaller.
Now your scrotum (the sac around your testes) is meant to keep your testes at 96 degrees. Since the blood is the body's primary source of heat the temperature in you penis and testes has most likely decreased and to make sure your swimmers are being produced at its desired enviorment causes the scrotum to tighten and even possibly to the point to where they reside inside your pelvis from whence they came.
Now if this happens when not under stress or exercising don't fret if its for a little bit, you could have a cold or other infection that your body is routing energy to fight. By all means if you feel it is excessive ask your doctor.

I have noticed for these past few years the very same problem. My penis and testes would shrink dramatically to embarassing sizes while doing those activites. Lately I have noticed that it is happening at random times every day of my life! Even when I am not cycling or running. W T F???? It's NEVER happened to me before! I thought there might be some scar tissue or something formed around the pubus area from all me earlier years of cycling that is preventing the proper circulation to the genital area, but I'll be watching tv, be nice and comfortable and things "hang" quite normally.
I am too embarassed to see a Dr. about this. I can't figure it out. But something has to have changed in my body as I get older, I just don't know what. But I'm with you all it is totally embarassing, I have to spend time in the bathroom messaging it before making love to the wife because it bugs me so much.

(Other then the obvious, drink water, try and relax) - I need a real fix for this! When I'm with a new girl about to get in bed I'm so nervous that it shrinks and its embarrassing. If I just had some way to fight this off, or fix it for that immediate time, I would be fine.

It has made my entire life miserable. I wanted to play sports growing up, I've had many girls desire me but turned them away, I've turned down job's because they required me to wear a tucked t-shirt/dress shirt. I don't grab things on hi shelves around others. I'm constantly making sure my shirt/jacket are hanging over my crotch area. And I have stuffed my undies befor. Nonethe less I'm 27yr with 3 healthy children. You can enjoy your life, the best thing is to work around it until you find your comfort zone and then maintain it. I have a job where I don't have to tuck my shirt, I workout at home or go hiking. I never reveal the lil man infront of women unless he's at full attention and I'm going to get the surgery when I can save up the money. Good luck and thanks for the vent. I really needed it.

I understand you guys situations. I am really sorry... I have some similar symptoms for few years now, I am 33.
Getting shriveled up for no obvious good reason. The worst is when a few hairs get caught in the shrinkage.
It seems like I am always adjusting... all day long conscious about it.
I have been doing a bunch of research over these years found a few things that work.

It seems like out of now where it started to happen much more often than it used to and my erections got weaker.
I attribute my issue to exercise(too much as child and too little lately), circulation, breathing habits and mental(relationships issue/nervousness/lowering self confidence due to this).
I tried a bunch of enlargement options, most were garbage and even made me feel sick.
However I did find one that I like and it works for me! Will mention later, I hope it's ok to mention the product name.

This is some really good info I am putting here took time to write. I suggest saving it to your computer.
Point: I am having some success, but it's not enough, I want this problem to be solved!
I'll give a little history, I played a lot of sports as a child for years at a high level and never thought about that, because it would always regain its size. In my 20's had many girlfriends(real hotties) havd a lot of sex. I used to smoke(cig and weed) and drink a lot, In the last 6 years I slowed on that a lot(even sometime before just for the discipline of stopping totally). I still drink and occasionally(1 in 2 weeks) smoke very little. Now after being heart broken so many times and not finding the right person this shrinkage is bothering me. These days I am not as active, not drinking much, not smoking and its always shrinking anyway.
What I found that works is a combination of things...
All the time: Breathe well, we develop bad breathing habits as we go through life. Be conscious about it, I exercise the breath, im serious. Making sure air gets all the way down in the lungs, to fill lower abdomen. And I don't wear tight pants. When I sit I make sure my pant waistline is not tight on the abdomen, I think it restricts flow of blood to the area and guess who is down there needing blood. I try to sit upright(not too straight up) a bit leaned back seems to push the penis out and push blood in that area.
a)On an emplty stomach I take Urwin Natural steel L i bido (gNc has)(I tried 3 major brands but this one did it, for Me). This has no negative side effects on me. Makes erection hard like in my early 20's. Take it before dates and a dose an hour or so before sex. After about 1hr even less sometime I start to have much better blood flow to the penis, I mean it's not erect, but it's a bit bigger than what I would consider my regular size. It makes me feel so confident. Perhaps it my ideal size. But it does go away after a couple hours. Here is how I take the pills. At first I would take 4 a day 2 in the morn and 2 at in the late evening. Morning erections are like rock. But after a couple weeks I lower dosage to 2 pills a day in the morn, and if I'm going on a date. The c**p is expensive, I don't want to have a resistance and I am not having sex that often. No alcohol or drugs, the effect goes away, because the body start focusing on eliminating those toxins.
b)Five days a week or anytime I need a boost. For the five days I do a massage technique called Jelking. I don't always do it as much times as it says but I am consistent and when I have time I do. There are 3 steps, 1.milking motion, 2.shaking. 3. very important, the PC muscle exercise for strength, this is great and help to create and maintain erections.
The PC exercise is great I use that to hold the penis in a hard position. When I was a teenager this was naturally strong I could get hard without touching, just using this muscle to throb and increase blood flow. The 3rd day after doing this exercise I noticed strengthened erections and I could force blood into the penis. This is one I am really focused on doing often.
If I sync breadth and exercise it is great. At night on the bed before sleeping rapidly gradually slowing. I breath in contract and exhale/relax. Focusing the breath like if breathing air to the scrotum and penis.
How I use anytime. Like after a shower going to bed with girls, I do the milking it makes my penis appear bigger and the longer I massage it the longer it will stay larger(within reason)
Both a) and b) make me feel more sexual and turned on. I guess it's a good thing because I am always focus on work and think too much. There is always give and take.
I tried these things together and alone (breathing properly is essential no matter what) the steel L i bido can work on its own, but if I stop the effect gradually goes away. That's why I do the massage. I think together is the best solution.
Another thing I try to be with females I am comfortable with, its hard to get to that point while facing this problem, but I have to try. Sometime around certain females(not in a sexual situation) I actually get an extra blood flow to the penis, because something about them make me feel more comfortable.
So as you can see there are the physical and mental aspects to this.
