I really believe that she should see a doctor. Menstruation is controlled mainly by two hormones called progesterone and oestrogen. If she has not had menstruation it might mean that she has hormonal problems .

She should go to see a doctor very soon. She, as apoel has said, could have a hormonal problem, or she could have too small a uterus and inactive ovaries. Your doctor/ob-gyn will be able to discuss with you any worries or concerns that you have, and hopefully get this problem resolved. Best wishes!
