I'm 14 and i have not even really started puberty! I have barely any pubes and a small penis. When will i eventually start puberty and will my penis stay small?

If you have pubic hair you are in puberty.
Not everything happens at once and not everyone develops the same. Some guys get big early and others later. Give yourself some time.
Your penis can grow into your early 20's. Average for an ADULT male is 5 - 5 1/2."
