It's called Petechiae. It's your blood coming to the surface. The red dots WILL get darker and ebb change to a dark blue or purple color. If that does happen you should probably go to the doctor

I know I'm responding late to this (over a year later, wow!), but would you mind telling us what conclusion the blood specialist arrived at?

Almost every pore on my legs is consumed with these red dots.  I have had people ask me why I have these red dots: two children and one very catty woman.  I know that they have lazer surgery for spider veins.  Do they also have it for these.  When I look closely at them, they look like broken blood vessles.  I know that they're not from shaving.  I had quit shaving for four months in the Winter believing that this would clear them up.  No such luck.  I also tried exfoliating the skin.  Forget it!

I have very white skin and avoid wearing shorts in public any more.

I hope your condition improves. I'll pray for you. If you find out what the red dots are and how to get rid of them, let me know. Thanks.

If you're talking about the little red blood vessles that surround each pore, there's nothing that can be done about it. I talked to my doctor about it.

might be Schaumberg's disease, I've had it for years. Basically its iron deposits from your capillaries

I have also the same problem on my leg for last 3-4 years. Now i am doing yoga (Anulom-Vilom) & doing daily massage on my legs. it's affecting, slowly-2 it's going to be light & despair as compare to earlier. I hope it can be completely cure if i will do it continue. & yes definitely it might take few more time to cure, as i think because the red dots also took time in years to increase in this way.
