Would vitamin C 1000 mg hurt your liver if you had a bad liver? Do you think it would congest your liver or stay in the liver to cause further damage?

Vit C is water soluble and what you don't need is flushed out by your kidneys. Fat soluble vitamins are ones that can cause problems like vitamins A,D, E and I believe K. You can google full list of fat soluble vitamins.

Vitamin C may be water soluble but it's been found to cause kidney stones in those prone to them with in long term high dosages (and a lot of people take C in large doses for years with the belief that it can't do them any harm).

Any vitamin can hurt you if you take it too long or too much. First of all consult with a doctor and never go for "self-healing"
