I sometimes get a weird, clear, sticky/mucus-ish discharge from my rectum after I masturbate. There's usually some red in it, which I'm pretty sure is blood.

I hope you are doing well and not worrying too much about your concern. Forems such as these are set up for just these reasons. :)
With out knowing too much about your situation, I would say that perhaps what you are seeing/experiencing may be because you are/may be experiencing either very strong orgasms which are causing you to clench up your body, which in turn may be causing tiny microscopic tears in your anal area.
Another cause, while less fun, may be due to infrequent bowel movements (we all have them). When this happens, sometimes your body has to work harder to void itself of the waste; again causing the small tears that I mentioned previously.
Either way, it sounds as if you may be experiencing micro-tears which are secreting fluids to attempt to repair the tears after you masturbate and climax.
